Plans for a new settlement with up to 2,100 homes have been submitted to Thurrock Council.
The scheme, Horndon St Marys, is proposed for a 104.5-hectare arable agricultural site, south of West Horndon station.
The proposals submitted by an applicant, named as simply Horndon St Mary’s LLP, will include a multi-modal transport hub, active travel corridors, open space, a primary school, medical facility and employment opportunities.
The homes (50 per cent affordable) will include a care home, integrated retirement community and custom/self-build opportunities.
The scheme’s design and access statement states: “Horndon St Marys is a place where everyone can live their best quality of life and where no one is left behind.
“It’s a vibrant urban place, delivering the best of modern living, with a thriving mixed-use centre and public transport interchange. It’s a place in harmony with nature, with connections to a rich and historic fenland landscape.
“It’s a connected place, serving the wider community of Thurrock and Brentwood, and a gateway to London and South Essex. It’s a place to grow and thrive, with early years education through to adult learning.
“It’s a place to grow up and grow old, with homes to rent and buy for first time buyers, families and older people alike. It’s a place to do business, as a launchpad for start-ups and a point of connection to the Thames Freeport and the A127 growth corridor.
“It’s a healthy place, with walkable communities and a wealth of activities on hand for everyone. It’s a happy place, where people know their neighbours and where personal well-being is nurtured. And it’s a proud place: Proud to be Thurrock, to be Essex, to be a place for everyone.”
The team on the project includes Iceni Projects on planning and Blackpoint Design on architecture.
