Wandsworth Borough Council has granted full planning permission for a new development on Ashburton Estate, despite community objections and close scrutiny from the planning committee.
The Innis Gardens project, led by Stantec, involves demolishing existing structures to construct two buildings, each 5-6 storeys high, comprising 29 affordable housing units. The proposal includes provisions for cycle and vehicle parking and upgrades to the central estate playground.
Councillor Austin, representing West Putney, voiced residents’ concerns about the development. Key issues included the loss of 16 parking spaces in a predominantly car-reliant area with a PTAL rating of two, as well as the demolition of gardens and garages. The timing and methodology of traffic surveys, which used outdated 2011 census data, also faced criticism. Residents feared that insufficient replacement for storage spaces would contravene fire safety protocols. The design was regarded as visually disruptive and not in harmony with the existing architecture. Additionally, concerns were raised about inadequate play areas and the potential precedent this project might set for future developments in the borough.
The committee addressed various issues, including ecology assessments, parking management, and safety provisions like CCTV. Despite objections, the proposal was approved by a narrow margin of six votes to four. Conditions were imposed, requiring ongoing community consultation about construction and travel management plans. The council aims to ensure the development is future-proof, accommodating waste recycling and providing potential downsizing opportunities for residents of nearby blocks. The decision reflects a commitment to affordable housing while navigating local dissatisfaction.
