Plans for 397 Build-to-Rent flats in Milton Keynes have been refused due to harm to a nearby park.
Campbell Park Ltd, a joint venture between Urban Splash and Glenbrook Property, had initially applied to build the first phase of the scheme , Campbell Park Northside, a long vacant site allocated for 1,500 homes, in 2023.
The developer initially proposed 450 homes in five blocks on the 2.53-hectare site but withdrew that plan and reapplied for 397 in five blocks, while at the same time reducing the range of heights from 10 – 18 storeys to six – 12. The plans include a canalside café and new pedestrian and cycle paths.
But councillors at the April 3 meeting of Milton Keynes City Council’s planning committee voted seven to two with two abstentions to refuse the scheme due to the harm to neighbouring Campbell Park a Grade II-listed registered park and gardens.
Cllr Sophie Bell told the meeting: “This application is fundamentally at odds with local and national planning policies, due to its detrimental impact on the registered park and garden.
“The proposed development would hurt the historic context of the park and it’s of such scale and bulk that significant visual impacts on and from the park are unavoidable, compromising a heritage asset that should be preserved, not degraded.”
Architect on the scheme is Howells while Made it Together is the planning consultant.
