Plans to demolish buildings at the top of Whiteladies Road and replace them with two blocks have been approved at the third attempt.
At a meeting on February 24, the Bristol City Council planning committee voted 4-3 to grant permission.
Despite objections from residents at a retirement home next to the site, it was concluded they were unlikely to withstand appeal.
The local authority would be at a “significant risk” of having to pay out a “substantive award of costs” if it continued to reject the plans.
Developers Elizabeth Blackwell Properties originally submitted plans in 2021, which were rejected and withheld by the planning inspectorate on appeal two years later.
The application did go before Bristol City Council’s development control committee in October 2025 but it was deferred following concerns centred around residential amenity.
The report presented at the latest planning committee showed the new proposals had successfully addressed the overbearing on nearby cottages by moving the buildings away from the nearest homes.
The scheme comprises of 60 units in two blocks.
