Kingston Planning Committee approved the Phase 2 hybrid planning application by the Guinness Partnership for Signal Park, Tolworth, in April 2026.
The scheme is a partial, outline application for the next stage of the wider masterplan for the 4.4-hectare brownfield site in the Kingston Opportunity Area. It includes a detailed proposal for 336 homes with commercial, retail and service space across four buildings up to 16 storeys, plus access, parking, plant rooms and landscaping. The outline element allows for a larger mixed-use development of up to 629 further homes, 123 sqm of flexible community space, new public realm, landscaping and parking, with buildings reaching up to 96.3m AOD.
The application seeks fresh planning permission for Phase 2, despite the principle of development already being established through the 2019 consent for 950 homes. The updated plan increases the total masterplan to 1,176 homes, delivering a net uplift of 226 units. It was presented as a response to the Borough’s housing pressures and its 1.48-year land supply shortfall, while also improving the original consent through stronger architecture, especially at the Tolworth Station gateway, and a landscape-led “Green Spine” to enhance public space.
The proposal places a strong emphasis on sustainability and placemaking. It promises a 66 per cent reduction in carbon emissions and a 70.46 per cent biodiversity net gain, alongside a commitment to air-source heat pumps as part of a wider Net Zero Carbon by 2050 ambition.
Phase 1 of Signal Park already delivers 211 shared-ownership homes, comprising one-, two- and three-bedroom apartments and duplexes.
The completed development is also intended to include a new bus stand, a cycle hub and a restaurant/café around a new public square, with PRP Architects shaping the homes, landscaping and amenity spaces.
