Peveril Securities have applied for a development Napier Court in Reading; however, Reading Borough Council are recommending to refuse at their Planning Applications Committee next Wednesday.

The site currently comprises three two-storey office buildings, alongside a car park, totalling 1.26 hectares in size.

Situated on the south side of Napier Road, the site is near the Thames Quarter build-to-rent (BTR) development.

The proposal requires demolition of the existing buildings on site, and the erection of 11 new stories for 570 BTR dwellings.

Refusal reasoning

The Council have outlined their reasons for refusal, key factors included the failure to provide affordable housing on-site, potential harm to local transport projects, and the proposals failure to comply with a range of Local Planning Authority standards- such as cycle parking provision and building maintenance.

Overall, the Council conclude that despite the benefits of the proposal, such as high-quality architecture and sustainable construction, they don’t outweigh the potential harm, leading them to recommend refusal.
