The Southbourne Allocation Development Plan Document is now open for its final Regulation 19 public consultation, running from Friday 5 June to Friday 17 July 2026.

The document explains how land in Southbourne is proposed to be allocated for future housing, alongside the infrastructure, community facilities, and environmental considerations needed to support development.

This consultation is not a general feedback exercise; it asks respondents to comment on two specific tests: whether the plan is legally compliant and whether it is positively prepared, justified, effective, and consistent with national policy. The document has been prepared to support the Chichester Local Plan 2021-2039, which identifies Southbourne as a strategic development location and indicates that up to 800 new homes could be delivered there.

According to the council, previous consultation responses helped shape the current proposal and the chosen allocation option. The plan sets out key issues that will guide development, including housing, transport, landscape, biodiversity, heritage, infrastructure provision, and the creation of energy-efficient homes, including affordable housing.

It also aims to encourage active, sustainable travel and to protect Southbourne’s character and surrounding landscapes.

Once this consultation closes, the council will review the comments and submit the document to the Planning Inspectorate. If adopted, it will become part of the statutory development plan and guide future planning decisions in the parish.
