Oxford City Council has now submitted a planning application for 16 new council houses at Maltfield House.

The proposals will see the derelict former children’s home in Northway replaced with a new, fully affordable housing development.

The planning application marks the latest step in the Council’s plans to bring the site back into productive use. The Council appointed Kidlington-based construction company Kingerlee Partnerships in November 2025 with a design and build contract to progress the redevelopment.

The new homes will be designed to be energy efficient and accessible. The scheme will use an all-electric approach and low-carbon technologies.

Subject to planning permission, construction is expected to progress towards completion in 2028.

The Council is directly delivering the Maltfield House scheme through its Housing Revenue Account. The homes will help meet demand from people on the council’s housing register and contribute to reducing pressure on temporary accommodation.

Cllr Linda Smith, cabinet member for housing & communities, said: “We’ve said that Oxford needs more affordable homes, and now we’re getting on with building them across the city.

“Submitting the planning application for Maltfield House is another important step towards turning this derelict site into 16 new council homes for local people.

“These will be high-quality, energy-efficient homes for social rent, helping people on our housing register at a time when demand has never been higher.

“I look forward to seeing work progress and, subject to planning permission, welcoming new residents to Maltfield House.”

Darren Arekion, managing director of Kingerlee Partnerships, said: “We are delighted to have achieved the significant milestone of a planning application for this important project to improve the housing situation for those most in-need, with our partner, Oxford City Council.

“Our team is looking forward to an engaging process to move towards support, planning approval and ultimately the provision of these new homes.”
