Hounslow planning committee has approved the third phase of the Wireless Factory redevelopment at Victory Business Centre, Fleming Way, TW7 6DB.

 The scheme covers the demolition and replacement of Units 1-4 and 7-8 with two residential buildings: a six-storey block with up to 90 homes and a part four-storey, part five-storey block with up to 21 homes, for a total of 111 dwellings.

The proposal aims to transform a previously developed but underused site into a high-quality residential development with new infrastructure and landscaping. It is intended to improve the area’s appearance, use the land more efficiently, and bring vacant or partially occupied floorspace back into productive use. The application site currently includes office and Sui Generis uses, as well as a DVSA test centre.

Planning officers concluded that the scheme would provide a good standard of accommodation and would be highly sustainable, delivering an overall minimum 80 per cent reduction in emissions compared with a Building Regulations Part L compliant baseline. Although some harm to neighbouring occupiers was identified, including impacts on daylight, sunlight, overshadowing and outlook, these effects were not judged to be unacceptable overall.

The development will not include on-site affordable housing, but a submitted Financial Viability Assessment showed that this could not be delivered viably. JTP, working with client Dunmoore, welcomed unanimous approval and described the project as a sensitively integrated, mixed community development that will add much-needed homes and shared amenity space in a suburban location between Hounslow, Isleworth and Twickenham.
