A full planning application for the development of 49 new residential dwellings will be heard at Wiltshire Council’s planning committee meeting on Thursday.
The proposal is being brought forward by Persimmon Homes Wessex, and is for land to the west of Roger Way and Old Sarum Local Centre in Salisbury.
It seeks to erect 42 new dwellings upon the first proposed site – an undeveloped parcel of land totalling approximately 1.02 hectares. The proposal also seeks to change the use of a vacant ground floor unit based at Block C of the local centre – the second proposed site – in order to provide seven affordable apartments.
The sites both lay within Salisbury’s urban area development limits, which is designated for employment uses, however this hasn’t been achieved at either sites.
The housing mix is expected to be as follows:
For the 42 dwellings at the first site:
- Eight one-bedroom dwellings
- 15 two-bedroom dwellings
- 18 three-bedroom dwellings
- One four plus-bedroom dwelling
For the local centre site:
- Two one-bedroom dwellings
- Five two-bedroom dwellings
The scheme has received 27 letters of objection, and one in support. Key reasons for objection include the perceived overdevelopment of the site a lack of green/open space, the loss of an allocated Doctors surgery at Block C, and potential overpopulation paired with minimal provision of infrastructure such as shops and schools.
Interestingly, Salisbury Football Club – who’s stadium is adjacent to the proposed sites – have filed specific objections, which include noise impact concerns and issues with ball retention, as well as potential changes to their stadium not having been accounted for.
The letter of support focuses on the allocation of sites containing affordable housing for first time buyers.
The officer recommendation is for approval, subject to completion of a S106, as the housing benefits are considered to outweigh the loss of the doctors surgery and land intended for employment use.
