A former charity headquarters approved for a change of use to residential is up for sale with a guide price of £1.3 million.

The former Phoenix Centre at 86-90 Winchcombe Street in Cheltenham is listed with independent property consultancy Alder King.

The 0.28 acre property has planning consent for the redevelopment of the site to provide 18 units. According to the property’s particulars there is potential for an alternative scheme, subject to planning permission.

The property is situated within the Central Conservation Area and was de-listed in 2023.

Alder King’s brochure states “the proposed scheme allows for the re-purposing of the existing accommodation together with new build 2 and 3 storey sections to Winchcombe Street and Trinity Lane.”

Applicant and developer Alan Vine was granted permission in May 2025 for the plans which will see the majority of the three-storey Regency building retained and transformed into 18 flats named Pulteney House.

Approved Plans

The approved designs comprise of 12 one-bed apartments and six two-bed apartments. There will be a communal courtyard, cycle store and scooter store on the ground floor.

Previous plans in 2024 to demolish the property and build 26 residential units had been branded by the Cheltenham Civic Society as ‘the worst in years’, and attracted criticism from Historic England, pointing to the ‘poor design’.
