A Permitted Development application to convert The Pinnacle in Reading to flats has been refused.

Red Pinnacle’s prior approval application to Reading Borough Council, initially for 70 flats, later reduced to 58 when the applicant excluded the fifth floor from the conversion, was denied for what officers said was a lack of information to address flood risks.

The officers’ report concluded: “The submitted Flood Risk Assessment does not adequately assess the flood risks posed from the development.

“Therefore, the council is not satisfied the proposed change of use of the building from office to a residential would not increase the risk of flooding to the future occupants of the building, moving from a ‘less vulnerable’ to more ‘more vulnerable’ classification.”

The 40,000 sq ft office building in Tudor Road, completed in 2008, has rarely been fully let. Current tenants include Thames Tap partner Turley and shared space provider The Curious Lounge. 

The team on the project included KR Planning, Architects At Studio on design and BWC on fire safety.
