The Richmond Council Planning Committee unanimously approved the redevelopment of 42 High Street, Teddington, despite concerns about its “bland” appearance.

The project involves demolishing the existing structure and constructing a new building with a basement, ground floor, and three upper floors, including a roof storey. This development will provide eight residential flats and up to two retail units.

The site is located in the Teddington High Street Conservation Area, near the Teddington Arms, a Building of Townscape Merit. Previous proposals were rejected due to design, height, and impact concerns, but the principle of redevelopment was accepted on appeal.

The new scheme addresses these issues, offering a net gain in housing, improved streetscape, and commercial space. Although the project cannot contribute to affordable housing due to financial viability, it is seen as a valuable addition to the borough’s housing stock.

 The site is not in a flood zone, but assessments of basement impact and flood risk were submitted, with recommended conditions for groundwater and drainage.

 The proposal aligns with the Development Plan and Statute, with no material considerations warranting refusal. Therefore, planning permission is granted, subject to conditions for mitigation.
