Hallam Land is seeking a screening opinion ahead of a scheme of around 150 homes in Buckingham Park, Aylesbury.
The land promoter has submitted the request to Buckinghamshire Council to ask if an environmental impact assessment is needed for the development.
Along with the new homes the scheme includes landscaping and open space on 10.6 hectares of agricultural land between the A413 Prince Rupert Drive and Martin Dalby Way. Access will be off Prince Rupert Drive.
Access will be from the Rupert Drive roundabout.
The scheme was designed by Roberts Limrick and planned by Nexus Planning.
