Horsham District Council’s Planning Committee has approved a significant redevelopment project by Lovell Partnerships Ltd at the Former Novartis site in Horsham.

This project involves the construction of over 200 new homes, marking a pivotal step in transforming the area into a vibrant residential community. The development is notable for its integration of historical and modern elements, particularly the preservation of a locally listed Art Deco tower, which will serve as a central focal point.

The project faced several challenges, including the partial redevelopment of a structurally unstable building, the replacement of unsuitable trees with high-quality species, and the management of local ecology, such as nesting peregrine falcons. Despite these complexities, the project team, including Matt Brooksbank and Alicia Privett, successfully navigated these hurdles with the support of Horsham’s planning officers.

The redevelopment plan includes approximately 211 high-quality homes, ranging from one-bedroom apartments to four-bedroom family houses, with a focus on providing affordable housing in line with local policies. The design incorporates a mix of housing types, including apartments, semi-detached houses, and mews houses, ensuring a diverse and balanced community.

Key features of the project include the restoration of the Art Deco tower, new green spaces, and enhanced landscaping. The development will maintain vehicle access from Wimblehurst Road and provide ample parking for residents and visitors. Additionally, the project emphasises sustainability, with reduced vehicle movements and strong connections to the Muse site, facilitating walking, cycling, and dog walking routes.

The Lovell project aims to revitalise a long-vacant brownfield site and address the acute need for new, affordable housing in the area. The site’s strategic location offers excellent connectivity to local roads, bus routes, and nearby shops and services. The collaboration between Lovell and Muse ensures a cohesive and integrated approach to the site’s regeneration, promising substantial public benefits and a vibrant residential neighbourhood.
