Plans have been unveiled by purpose-built student accommodation (PBSA) specialist Downing to redevelop a Bristol NCP car park into 300 student rooms.
The developer purchased the 0.64-acre site in 2023 and has begun the process of consulting with residents and nearby businesses. It is anticipated that a full planning application will be submitted in Q1 2026.
The Nelson Street NCP car park currently has 295 car parking spaces arranged over 10 split levels, in addition to eight retail units.
The proposed scheme also includes new ground floor commercial units and upgrades to nearby public realm.

Martin Fenlon, associate projects director at Downing, said: “Bristol needs more homes. Its student population is growing, universities are expanding and housing crisis urgently needs addressing.
“Nelson Street is an exciting opportunity to maximise the potential of an underused, unwelcoming previously developed ‘brownfield’ site to create a place for students to live, socialise and integrate sustainably and in the heart of the city.
“Increased footfall from more people living here and a more welcoming environment will support local businesses and help to revitalise the area.
“We’re engaging with local communities to understand what people think of the proposals, what they might like to see on the ground floor space and their priorities for new student homes in the area.”
Comments and suggestions about the proposed ground floor spaces can be submitted on the scheme’s website. The public consultation will close on November 10.
