Hillingdon Council has approved a planning application by Bika Construction to convert the former Lloyds Bank building into residential apartments.
The project involves transforming the first floor from office space (Class E) to residential use (Class C3), creating five self-contained flats. This includes a two-storey rear extension, an infill first-floor extension, and modifications to the ground-floor commercial unit. The development also plans for associated cycle and bin storage.
The application was called in by a member due to concerns about overdevelopment, amenity impacts, and the adequacy of external space. The site is a Locally Listed building within the Ruislip Village Conservation Area.
The proposal aims to preserve the area’s character and appearance, aligning with previous Planning Inspector conclusions. The design retains the High Street frontage and introduces modest rear extensions, deemed appropriate for the existing built form. The development will provide five homes, a net increase of four residential units, in a central location.
All units meet London Plan internal space standards, and the design addresses previous concerns about outlook and enclosure. Although there is a shortfall in private amenity space for four units, the scheme includes an enlarged communal terrace and access to nearby public open spaces, which is considered in the planning balance.
The proposal’s impact on neighbouring residential amenity has been assessed, with layout amendments to Flat 3 and an increased setback of the northern boundary fence improving relations with adjacent properties, including No. 80A.
The development is not expected to cause unacceptable harm regarding privacy, outlook, daylight/sunlight, or noise.
