The Government is consulting on two main proposals for reorganising local government in Surrey.

The first proposal, supported by Surrey County Council, Elmbridge Borough Council, and Mole Valley District Council, suggests creating two unitary authorities. This model aims to streamline governance by consolidating existing councils into larger entities, potentially improving efficiency and reducing costs.

The second proposal, backed by nine district and borough councils including Guildford, Waverley, and Reigate & Banstead, advocates for establishing three new unitary councils. This approach emphasises maintaining local connections and ensuring that decisions are made by those familiar with the specific needs of their communities. Proponents argue that this model will keep local government more accessible and responsive to residents’ needs.

Under the three-unitary model, the new East Surrey council would cover areas currently served by Reigate & Banstead, Tandridge, Mole Valley, and Epsom & Ewell councils. This proposal is viewed as a means to strike a balance between delivering value for money and preserving local identities while providing high-quality services.

Both proposals are part of a public consultation process, which is the only opportunity for residents, businesses, and local organisations to express their views to the Government formally. The consultation period runs from June 17 to August 5, 2025.
