Wandsworth Council Planning has approved a Deed of Variation (DoV) for a development project at 3 Culvert Road, SW11 5AU.
This project involves constructing buildings up to 18 storeys high, comprising 213 shared-living units with various amenities such as outdoor terraces, a gym, café, bar, lounge, workspace, and kitchens.
The approval pertains to an application under s.106A of the Town and Country Planning Act 1990, seeking to amend a legal agreement dated 26th August 2022, linked to planning permission 2021/5013. The variations focus on s.106 Schedule 3, specifically the Affordable Housing Contribution and Co-Living Rooms, and the Viability Review.
The site is part of the historic Harris Academy grounds, covering 1.97 hectares, with the specific application site being 0.13 hectares. It currently has an excavated basement and ground floor slab from a previously stalled residential development. The applicant aims to modify a key clause in the existing S.106 agreement, particularly the £6.25m affordable housing Payment-in-Lieu (PiL) contribution and its late-stage viability review.
By removing the late-stage review, the applicant seeks to provide greater financial certainty, which is crucial for the site’s development and the completion of a sports hall.
To comply with London Plan Policy H16 Part A10, the applicant proposes increasing the PiL contribution to match a requirement of 35 per cent of the units at a 50 per cent market rent discount, thus eliminating the need for a Late-Stage Viability Review. The council’s approval supports this adjustment, facilitating the project’s progress.
