The Crown Estate has submitted an outline planning application for their 4,000-home East Hemel development to both St Albans City & District Council and Dacorum Borough Council.

The 975-acre site is located east of Hemel Hempstead and forms a significant part of the Hemel Garden Communities (HGC) programme. HGC is a long-term commitment to delivery 11,000 new homes and thousands of new jobs to Hemel Hempstead by 2050.

East Hemel is intended to deliver 4,000 new homes which will be split into ‘two distinct neighbourhoods’ with a mix of housing types and tenures, as well as a ‘significant amount of affordable housing’. Among the 4,000 homes will be 640 elderly care / extra care units and 16 supported living units.

The completed development will also feature a 63-hectare country park, up to 18.8 hectares for a sports hub and sports pitches, up to four schools and 1.8 million sq ft of employment space including a dedicated employment zone and innovation hub in the centre of the site.

The recent outline planning application follows an 18-month community engagement programme which saw 1,400 people attend a range of events.

The planning application reference number for St Albans City and District Council is 5/2025/1964.

The planning application reference number for Dacorum Borough Council is 25/02916/MOA.
