Hillingdon Council’s planning committee refused permission for The Kingsborough Centre proposal to change the use of Technology House in Yiewsley to include Class F.1 learning and non-residential institutions alongside the existing Class B8 and Class E uses.
Although the scheme was acknowledged to offer some public benefit and to align, in principle, with the development plan’s support for community and F1 uses in suitable locations, the committee concluded that this particular site was unsuitable for the proposed use.
The building sits in an inappropriate location, surrounded by retail and service uses and accessed via the forecourt of an adjoining petrol station, raising concerns about safe, practical access. Members were not satisfied that the development would have adequate pedestrian access, vehicular access, or sufficient parking, and considered that this would harm highway and pedestrian safety.
The proposal also failed to demonstrate that flood risk had been properly addressed. In addition, the required planning obligation for air quality mitigation had not been secured through a completed section 106 legal agreement.
On balance, the identified harms were judged to outweigh the benefits, leading to refusal.
