If a recently submitted planning application is successful, Oxfordshire County Council will refurbish Speedwell House, located in Oxford, in order to use it as a new headquarters, moving from their current base at County Hall.
The full planning application was prepared and submitted by Bluestone Planning, who were acting as agent for Wilmott Dixon, who themselves are acting on behalf of Oxfordshire County Council, the applicant.
A consultation on the planning application took place earlier this year, but is now closed.
The planning application intends to utilise the existing Speedwell House, located on Speedwell Street, Oxford, to create council offices, and assembly and meeting spaces.
The refurbishment would involve replacement glazing, insulation upgrades, safety rail and stair installations, extension of the enclosure on the south wing of the building, and re-organisation of the existing parking arrangement, amongst other works.
The council also intend to incorporate renewable energy, EV charging points, and hybrid ventilation into the design.
There have been previous applications for this site brought forward in 2025, seeking partial demolition and extension of parts of Speedwell House, however these were withdrawn earlier this year in January after the discovery of archaeological remains found under the site.
