Kingston Council has launched the final consultation stage for its Local Plan, inviting residents and communities to submit comments by 4 September 2026.
The plan sets out a vision for the borough up to 2043, aiming to support a thriving, inclusive and sustainable future.
At the same time, the council announced it has secured £25 million in planning-related contributions over the past five years through Section 106 agreements and the Community Infrastructure Levy. These funds require developers to contribute to infrastructure and local improvements linked to new development.
Leader of Kingston Council, Councillor Andreas Kirsch, said the Local Plan is one of the council’s most important documents and reflects community input. He highlighted the role of planning in delivering tangible benefits for residents, pointing to projects supported by the contributions, including investment in parks, Kingston Leisure Centre, cleaner electric waste vehicles, refurbished public toilets on Queen’s Promenade, and more than £1.5 million for a new children’s home.
The current consultation is a Regulation 19 stage, which focuses on whether the plan is legally compliant and sound under national planning policy. It began on 6 July 2026 and will run for eight weeks. After consultation closes, the plan and all submitted comments will be sent to the Planning Inspector for review before a government deadline at the end of December 2026.
If approved, the Local Plan examination in public is expected in 2027, with adoption potentially following in 2027/28. Residents can view the plan and share their final comments online through Kingston Council’s Local Plan webpage.
