From 14 July to 7 September 2026, Brighton and Hove residents are being asked to help shape Brighton and Hove’s new City Plan, which will guide development for the next 15 years.
The consultation builds on earlier work and invites views on where new housing might be located, how green spaces should be protected, how biodiversity can be enhanced, and what the city needs to support its economy and communities. A previous consultation in November 2024 attracted more than 700 responses, including 200 from young people, helping the council understand local priorities.
Since then, national planning policy has changed, and the council must now follow a new plan-making process that begins with early engagement and a 30-month preparation period. The new Scoping Consultation asks residents, businesses and community groups to identify challenges and opportunities, say what the plan should include, share local priorities, and explain how they want to stay involved.
The plan will cover the city’s existing administrative boundary, excluding the South Downs National Park, in line with government guidance. A Strategic Environmental Assessment Scoping Report is also open for comment, and there is a further Call for Sites for potential housing, employment, retail and other development land.
Deputy Council Leader Jacob Taylor said the City Plan is vital because it shapes homes, transport, infrastructure, green spaces, heritage, jobs, local services and safer streets. Consultation documents are available online, at Hove Town Hall and at city libraries.
