Epsom & Ewell Borough Council’s Licensing and Planning Policy Committee has recommended proceeding with a statutory six-week public consultation on proposed major modifications to the council’s submitted Local Plan 2022-2040.
However, the consultation can begin only if full Council approves it, which is expected next month.
The Government-appointed Planning Inspector has set out the modifications as necessary to make the plan “sound,” which is required before it can be adopted. They include adding twelve urban sites, four green belt sites, and changes to policy affecting the racecourse and racehorse training industry.
If the consultation is approved, residents, businesses, and other stakeholders can comment on the proposed changes. After the consultation closes, the Inspector will review all representations and publish a final report, along with the Main Modifications needed to make the plan sound. That will bring the examination process to an end.
Committee chair councillor Peter O’Donovan said: “An up-to-date Local Plan is essential to help shape how Epsom & Ewell develops in the years ahead.”
He added that it would provide a framework for meeting housing, infrastructure and community needs while protecting the borough’s character, heritage and green spaces.
If the Inspector confirms the plan is sound, councillors will later decide whether to formally adopt it as borough planning policy.
