The Hillingdon Planning Committee approved the application for the installation of a mezzanine floor within Unit 2 at Ruislip Retail Park.
The proposal, submitted by Developer NEXT PLC, involves constructing a 1,332 sq. m. mezzanine floor above the existing 1,442 sq. m. retail space, resulting in a total floor area of 2,774 sq. m. The mezzanine will be used for retail purposes under Use Class E(a), including a net sales area of 1,417 sq. m. and a 139 sq. m. ancillary café.
The sales area will primarily focus on clothing, footwear, and accessories, with a portion dedicated to furniture and furnishings. The application aligns with an associated proposal to refurbish Unit 2, which includes a new shopfront and a fire exit door.
The Committee found the proposal acceptable, noting no external alterations or design impacts, and no harm to residential amenity due to the unit’s separation from residential areas.
Despite the site’s location on Potentially Contaminated Land and within a Critical Drainage Area, the mezzanine’s installation poses no increased risk of contamination or flooding. The Committee highlighted the proposal’s benefits, such as business opportunities and job creation. The S106 legal agreement was deemed appropriate, considering site-specific constraints and sustainable measures.
The recommendation for approval was unanimously adopted, with the Committee resolving to approve the application and the legal agreement as per the officer’s recommendation.
