Haworth Tompkins and Latimer, part of Clarion Housing Group, have submitted plans for a 7,750-home new town in Essex.

The masterplan features in a hybrid application for the 715ha development known as the Tendring-Colchester Borders scheme. The submission comes three years after the design team was instructed.

Features of the masterplan include a secondary school, up to four primary schools, health hubs, mobility hubs and a modern Guildhall. The plans also propose more than 50 per cent open space, the retention of 30km of hedgerows and a 60-hectare country park. Presently, the site comprises arable land and hedgerow corridors.

Joanna Sutherland, director at Haworth Tompkins, said: “[This] masterplan reflects a shared commitment to delivering high-quality, sustainable neighbourhoods shaped through partnership, meaningful engagement and long-term stewardship.

“Our vision is for a landscape-led, walkable community with a strong civic heart, one that provides much-needed homes and infrastructure while creating lasting social and environmental value for Tendring and Colchester.”

30 per cent of the homes will be designated as affordable, affordable rent, social rent and shared ownership.

Richard Cook, chief development officer at Clarion Housing Group, said: “This submission marks a major step forward in delivering a flagship new garden community for Tendring and Colchester, and a landmark moment for Clarion.

“Housing associations stepping into the role of master developer is nationally significant, as it demonstrates how organisations with a social purpose can create large-scale, well-designed communities, expertly meet local housing need, and create lasting social and environmental value.”

Homes England recently confirmed a forthcoming £65 million investment to complete the A1331 link road in north Essex. Phase one is currently under construction.
