Perevil Securities 570-dwelling proposal saw a delegated decision at Reading Borough Council’s planning committee meeting yesterday.

Previously, the recommendation was made to refuse the proposal, and numerous planning officers spoke to their reasons for the recommendation.

Principal planning officer Matthew Burns mentioned the proposals failure to provide affordable housing, alongside its failure to provide an affordable housing deferred payment mechanism, both of these he described as failing “to meet the critical housing needs of the borough”.

Cllr John Ennis outlined that while parts of the development were good, saying: “We want developments like this”, the failure to accommodate land for a future rapid transit route was a significant factor for refusal, he said: “We still believe mass rapid transport could be the answer”.

Cllr Ennis also mentioned the failure to provide a cycle route, saying: we want to encourage cycling and active travel”, he continued “I think this doesn’t meet it”, eventually concluding with an agreement to oppose the development.

Some Councillors did outline some positive aspects of the development, Cllr Andrew Hornsby-Smith complimented the inclusion of EV charging points, and Cllr Josh Williams said: “I don’t mind the visuals at all”, also going on to praise the design and dwelling mix, however he agreed with refusal as he found the complete lack of affordable housing to be ‘Unacceptable’.

Outcome

The committee voted unanimously in favour of awarding delegation, in order to amend reasons for refusal, as additional time is now needed to review material sent by the applicant the day before the meeting.
