The Hillingdon Planning Committee has approved the resubmission for developing a new hotel near Heathrow on a vacant site.
The developer, Phull Empire Ltd, plans to redevelop the site to accommodate a seven-storey, 108-room hotel. This development will feature communal functions on the ground floor, a basement level with associated parking, and external landscaping works, including coach parking, servicing areas, and planting.
The site is located at 560 Sipson Road, West Drayton, UB7 0JD, north of Heathrow Airport. It is within a Potentially Contaminated Land, an Air Quality Management Area, an Air Quality Focus Area, and an Archaeological Priority Zone. The site is in Flood Zone 1, indicating a low probability of flooding, and is not affected by surface water flooding, though it is within a Critical Drainage Area. It is not listed or within a Conservation Area or Area of Special Local Character.
Previously, on 10.09.2018, the Council approved a similar application (reference 829/APP/2016/3167) for the site, which was not constructed. The current application is a resubmission of this previously approved scheme.
The hotel will measure approximately 31 meters wide at the front, narrowing to 15 meters at the rear, with a depth of 29 meters and a height of 21 meters (seven storeys). It will have a gross internal floor area of 5,619 sq. m.
The site has been vacant for several years, and the planning history is relevant to determining the acceptability of hotel use. However, significant policy changes have occurred since the 2018 approval, including the adoption of the Hillingdon Local Plan Part Two in 2020, which designates specific locations for hotel growth. This site is not within a designated area for hotel growth or a Town Centre, so a sequential test is required to deem the development acceptable.
