The proposal for Frimley Park Hospital involves a significant redevelopment to replace the existing facility, which was built in the 1970s using unstable RAAC concrete.
The new hospital is part of the national New Hospital Programme and is backed by approximately £1.5-£2 billion in NHS investment. It aims to create a modern, sustainable, and digitally advanced facility to meet current and future healthcare needs. The redevelopment is intended to transform local healthcare by offering advanced diagnostics, treatment, and care, while aligning with the NHS 10 Year Plan to improve health services across the community.
The planning process for the new hospital is complex, involving site selection, service design, and ensuring the proper staffing and skills. Nearly 20 potential sites within five miles of the current hospital were assessed, with input from staff, local people, and public suggestions. The preferred site has been chosen, but its location remains confidential due to commercial restrictions. The project emphasises transparency and public engagement, with plans for a statutory planning consultation and public involvement program once the site is announced.
Surrey Heath Borough Council and residents have raised concerns about the site selection and potential impacts on the community.
Cllr Shaun Macdonald, the Council Leader, has written to various stakeholders, including the Secretary of State for Health and Social Care, to highlight these concerns. Key issues include the impact on local homes, schools, green spaces, transport, and patient safety, particularly if the site is near Pine Ridge Golf Club.
The Council has passed motions calling for transparency and public accountability from the Frimley Fuel Allotments charity, which owns land speculated to be involved in the redevelopment.
The Council urges the Frimley Health NHS Foundation Trust to honour its site-selection criteria, which include developing brownfield sites, staying local to retain staff, and ensuring good access to transport networks. There is also a call for the Trust to publish the selection criteria and scores for all sites considered. The Council seeks to ensure the hospital remains in Surrey Heath to safeguard local access to services and support the workforce.
In response to public and media speculation, the Council encourages the Frimley Fuel Allotments trustees to consult the community on any significant proposals for land sales. Cllr Macdonald has requested the FFA Chair and Treasurer to appear before the Council’s External Partnerships Select Committee to clarify the situation.
The Council emphasises the importance of transparency and community consultation in the decision-making process.
