A previously refused proposal for 260 homes at Brislington Meadows in Bristol is seeking approval again at the Bristol City Council Planning Committee B meeting on Wednesday. The updated proposal includes clarity on key issues that prevented approval at the last stage.

In the updated proposal, with Savills acting as agent for Keepmoat, and Homes England, the key reasons for the previous decision have been set out and addressed.

Biodiversity

Biodiversity was one of the factors that officers felt needed further clarity, therefore the proposal now includes a condition setting out the developments commitments regarding this matter.

The condition states there will be a Biodiversity Net Gain (BNG) strategy submitted to the Local Planning Authority (LPA) either prior to or concurrent with the proposal submission, alongside this, the condition also sets out that the BNG strategy will provide updates to the LPA at completion of each phase of the proposal, setting out how the BNG has been implemented, aiming for a target of 10 per cent BNG uplift.

Accessibility

Accessibility was a factor that officers requested further consideration on, specifically with regard to the site’s topography.

The Council requires “reasonable adjustments” in order to accommodate users of the site, and the initial proposal had issues flagged with the steepness of some roads, however the new proposal mentions gradient reductions, which strike a balance between accessibility and limitation of design impact, overall officers have found that the balance is “suitable”, and don’t recommend refusal on grounds of accessibility.

Ecology

New conditions have been set out in regards to ecology, notably that this new proposal will include combined Ecological Mitigation Method Statements (EMMS), these will include information on local fauna such as the native bluebell, badgers, slow worms, and hedgehogs, amongst others, in order to determine how best to protect them and avoid harm in regards to the proposal.
