A full planning application for the development of 49 new residential dwellings in Salisbury was refused permission by Wiltshire Council
The council explained the reasoning within a decision notice, with three key reasons.
Firstly, it was explained that the portion of the proposed residential development located at land west of Roger way would cause an unjustified loss of a site which was previously allocated in Salisbury’s urban area development limits and therefore designated for employment uses.
Whilst the site has not as of yet been utilised for this purpose, it was considered that reasonable efforts to retain the site for the original purpose haven’t yet been fully explored, with the council also mentioning that residential growth has been permitted elsewhere within the local area, which should increase demand for employment opportunities.
The next reason focused on the other site comprising the application, the Old Sarum Local Centre. The council explained that the loss of a doctor’s surgery and community facility would adversely affect the local area, and outweigh the benefits of increased housing, which would be installed in the surgery’s place.
Finally, the council referred to the complaints submitted by Salisbury Football Club, whose stadium is adjacent to the proposal, and concluded that the potential adverse impacts of the residential development upon the club – which included noise, artificial light, and interference with potential future expansions of the club – wouldn’t be properly overcame by the proposed mitigation measures that were submitted.
