A full planning application for the development of 57 new homes will be heard at todays Buckinghamshire Council planning committee meeting, with a recommendation for refusal.
Proposal details
The application is being brought forward by Nicholas King Strategic; BHPH Architects and DTA Transport are aiding with the project.
The proposed site is 3.5 hectares, on the North-eastern side of Thame Road, in Longwick.
Currently situated upon the site, there is a pre-existing residential property (known as Chiltern), two residential caravans, a yard area, a paddock, and a field. The site is comprised partially of greenfield land, and previously developed land – the greenfield portion making up the majority.
The proposal seeks demolition of an existing dwelling and all other structures, and the erection of 57 new homes, alongside landscaping, drainage works, and a new access to the site from Thame Road.
27 of the homes would be affordable, which aligns with the policy quota of 48 per cent, currently the proposed affordable housing mix is as follows:
- 16 two-bedroom houses
- Nine three-bedroom houses
- Two four-bedroom houses
165 parking spaces are also proposed, 23 of which would be unallocated visitor provision, and 26 would be provided with garages, averaging out to 2.9 spaces per home.
The development would also include 1.4 hectares of public open space.
Recommendation
Cllr Gary Hall and Cllr Matthew Walsh have requested that this application be heard at committee, with both raising objections.
Cllr Walsh has objected on grounds of the proposal being outside the defined settlement boundary, which was defined in Longwick’s Neighbourhood Plan, and the development overloading the village with its expansion.
Overall, the planning officer recommendation is refusal, on grounds focused on the lack of a satisfactory completed legal agreement.
The absence of this agreement is held to mean that the development would fail to secure planning obligations for infrastructure that would mitigate impacts arising from elements such as:
- Cost of education, healthcare, and public transport
- Provision and future maintenance of the public open space
- Future management and maintenance of drainage systems
