An outline planning application for a 635-dwelling mixed-use development at land Northwest of Stonehouse, Gloucestershire, is being recommended for refusal at the Stroud District Council Development Control Committee (DCC) on Tuesday.
The application is being heard by the DCC rather than the Planning Committee as the applicant is seeking an appeal on grounds of non-determination by the Planning Committee, and therefore the Council must clarify its position on the application ahead of this appeal.
The proposal is being brought forward by Robert Hitchins Limited, and Redrow Homes Limited, with Robert Hitchins Limited acting as agent
There has been an almost three-year wait between the application and this committee hearing, as the application was validated in July 2026, with a consultation having taken place in April of this year.
Recommendation
The recommendation is that the decision the Council would have taken would be refusal, for reasons such as insufficient information regarding surface water flood risk, failure to provide mitigation for offsetting development impacts on nearby conservation areas, a failure to secure sufficient affordable housing, and failure to secure delivery of necessary community infrastructure.
