The Ham Wharf development in Brentford, located at the former Frasers Timber site, has been approved by the London Borough of Hounslow after revisions to the initial proposal.
The project, which faced financial challenges and required design changes, now features a single C-shaped residential block of six storeys. This adjustment reduces the height below the HRB and HSE Gateway 2 threshold, addressing previous concerns.
The development includes 56 social rented residential units, comprising 13 one-bedroom, 39 two-bedroom, and four three-bedroom units. Key amendments include landscaping revisions, relocating plant equipment to the ground floor, and a revised architectural approach.
The scheme aims for a 76 per cent reduction in carbon emissions, an Urban Greening Factor score of 0.45, and a Biodiversity Net Gain of 350 per cent. Despite objections from the Environment Agency regarding flood risk and watercourse buffer, the application is deemed acceptable with conditions. The project aligns with the Development Plan’s objectives, focusing on regeneration, housing, and sustainable growth.
Initially, the proposal included two blocks with up to 10 stories, but revisions reduced the height and massing, leading to approval for 60 residential units. The development is largely car-free, with only two blue-badge parking spaces, and includes a public riverside walkway to enhance access. The approval process was contentious, with local opposition over height, density, and environmental impact compared to the site’s previous industrial use.
The project represents a significant transformation of the industrial site into a residential-led, accessible area that contributes to the borough’s housing needs, particularly affordable housing. The approval is subject to planning conditions and obligations, and any resolution to grant will supersede the previous one from June 2024, requiring referral to the Secretary of State for Housing, Communities and Local Government due to the Environment Agency’s objections.
