An outline planning application for up to 350 dwellings at land North of Oldbury Lane, Thornbury, was refused at a South Gloucestershire Council Strategic Sites Delivery Committee meeting yesterday.

The reasons for refusal were presented by Eileen Paterson, chief planning officer at South Gloucestershire Council: “The proposal by virtue of its location…would be unsustainable in that the walking wheeling and cycling routes would be beyond appropriate and convenient distances, which would lead to greater car dependency with a commensurate increase of traffic levels…This harm is of such significance that it outweighs any and all benefits of the proposal”

The second reason was given for refusal: “The proposal by reason of its location would result in visual coalescence between Thornbury and Lower Morton, a non-designated heritage asset, which would reduce the openness of this area to the detriment of the character of the village and the landscape”

Paul Johnson, democratic services also mentioned a third refusal reason, relating to the absence of a Section 106 agreement.

Decision

A vote was held for refusal based on the reasons listed, the vote was unanimously for refusal with nine votes, and was therefore upheld.
