The proposal at 36 Kingsthorpe Road, Hove BN3 5HR seeks permission to demolish an existing single-storey commercial building (Use Class E) and replace it with a five-storey residential block containing 14 flats (Use Class C3).

The mix of homes would include one studio, four one-bedroom flats, eight two-bedroom flats, and one three-bedroom flat. The design has been amended during the application to respond to Urban Designer comments, notably by removing brick columns beside the front elevation’s rendered central panel.

The building would have a contemporary flat-roofed appearance, using mainly light and dark brickwork, with a large rendered front section and cladding on the top floor and part of the western elevation.

Each flat would have private outdoor amenity space, with ground-floor terraces and upper-level balconies. A communal rear garden would also be provided, alongside a bike store. No car parking is proposed.

The Committee resolved to be minded to grant permission, subject to completion of a Section 106 agreement including affordable housing contribution, employment and training measures, a skills contribution, and biodiversity net gain monitoring, with a refusal fallback if the agreement is not completed by 25 November 2026.

The report notes that 30 per cent affordable housing would equate to four units or a financial contribution of £779,000.
