Hillingdon Council has approved the St Andrews Park Hybrid application, marking a significant milestone in developing this expansive project.
The approval includes listed building consent for the cinema, a key component of the site’s transformation. The developer, VSM Estates Limited, spearheads this ambitious project at St Andrews Park, Hillingdon Road, Uxbridge.
The proposal is a hybrid planning application encompassing outline and full planning permissions. The outline planning permission allows for residential development and commercial uses, with flexibility within various Use Classes, including a convenience store. The plan includes car parking, landscaping, and other associated works. Full planning permission has been granted for the reinstatement of gym use and the conversion of the former cinema building into a café, along with necessary external alterations and associated works.
A notable development aspect is the provision of up to 356 residential dwellings, with 35 per cent designated as affordable housing. This initiative aligns with Policy DMH 7 of the Local Plan Part 2 and Policy H6 of the London Plan, addressing local housing needs, particularly for affordable homes. The affordable housing will include 70 per cent of London’s rent and 30 per cent of shared ownership.
The St. Andrew’s Park Residential Estate Management Company Limited (SAPREMC) has been established to manage the communal spaces and amenities, ensuring transparent management and giving residents a voice in their community. During construction, representatives from Vinci St Modwen, the master developer, serve as directors of SAPREMC.
The St. Andrew’s Park masterplan, which revitalises the former RAF Uxbridge base, includes approximately 1,300 homes, assisted living accommodation, a primary school, and the refurbishment of historic buildings. Around 1,000 homes have been completed, along with the John Locke Primary School, Dowding Park, and various infrastructure improvements, enhancing the public realm and community facilities.
