Epsom & Ewell Borough Council has taken an important step in exploring the future of Hook Road Arena as a possible mixed-use leisure and residential development.
The council has appointed Continuum Sport & Leisure, an independent consultancy selected through the Sport England Framework, to carry out a Best Value Feasibility Study on the site’s potential.
As part of the study, Continuum will engage with local sports clubs and community groups this autumn through workshops and an online survey. The aim is to identify the borough’s main sports priorities and determine which types of sports provision are most needed and could realistically be delivered at the site.
Council leader Councillor Hannah Dalton said the borough requires better local sports and leisure facilities as well as new housing, including affordable homes, and that the study will help balance these priorities. She also stressed that local clubs and groups have essential insight into community needs and should help shape any future provision.
Nick Trim, director of Continuum Sport & Leisure, said the organisation is pleased to be working with the council on the potential development of a community sport hub. He noted that demand for sports facilities is growing nationally and locally, and that the consultation will help identify what facilities could support investment in sport, physical activity, and wellbeing for residents.

The final report is due before 31 March 2027 and will be considered by the Strategy and Resources Committee. Any move toward development will require a strong business case, approval from the new East Surrey authority, and, if planning applications are submitted, a formal public consultation for residents and stakeholders.
