Hounslow Planning Committee approved the redevelopment of the former RSPCA Centre at Burket Close, Heston West, for a new residential scheme of 66 self-contained flats.
The proposal involves demolishing seven vacant single-storey buildings and replacing them with a three- to five-storey block containing a mix of one-, two-, three- and four-bedroom homes, together with undercroft and surface car and cycle parking, landscaping, and a central courtyard.
Members accepted that the scheme would make effective use of a vacant brownfield site and deliver new housing in a sustainable location. The committee noted the applicant’s commitment to a site-wide carbon reduction of 70 per cent compared with the Part L baseline, alongside measures to support walking, cycling and public transport. These included Car Club membership with driving credits, cycle lessons, public transport concessions, highway and carbon offset contributions, and biodiversity enhancements to the site and the Grand Union Canal.
It was also acknowledged that the proposal had been assessed as unlikely to cause significant harm to neighbouring occupiers or the local highway network. Officers advised that the development sat appropriately within its context and that the public benefits, including new homes, improved public realm and environmental gains, weighed in favour of approval.
The committee therefore resolved to grant permission, subject to the completion of the necessary legal agreement and the fulfilment of the planning conditions.
