A full planning application for the development of 21 zero carbon dwellings at Land off Kidnappers Lane, Cheltenham, will be heard at the Cheltenham Borough Council planning committee meeting on Thursday.
The proposed site is comprised of 1.74 hectares, in an L-shaped parcel of land south of Cheltenham
The application was called to committee by Cllr Martin Horwood, who described the development as ‘Very significant’ for the parish of Leckhampton, and said that it would be: “An important test case for the application of Neighbourhood Plan policies”.
Alongside the dwellings (eight of which will be affordable, matching a 40 per cent provision), the proposal also seeks permission for associated access and internal roads, parking, landscaping, and other associated works and infrastructure.
20 objections have been received in response to the proposal, with key points relating to impact on wildlife and green space, insufficient school places, and a lack of facilities and infrastructure.
Recommendation
The officer recommendation is to grant permission subject to a signed Section 106 Agreement, alongside conditions, as the consideration is that there are no NPPF policies which provide a strong reason for refusal, or any adverse impacts that would outweigh the benefits – such as addressing the shortfall of housing in the area, and the developments sustainability credentials going beyond requirements and aiding Cheltenham to meet net zero commitments.
