An application for the demolition of existing buildings, and construction of a new redevelopment comprised of mixed-use R&D laboratories, alongside upgraded retail and leisure amenities will be heard at today’s Oxford City Council planning committee meeting.
The application is being brought forward by Pioneering Development Services and Firoka, with Mr Jonathan Bainbridge acting as agent.
The scheme seeks to demolish all existing buildings located on-site at the Ozone Leisure Park on Grenoble Road, except for the Minchery Farmhouse, which is Grade-II listed. After this four building blocks would be constructed, ranging from 28 to 41 metres in height.
The buildings would have retail and community uses on their ground floors, with CL2-accommodating laboratories on the upper floors for the purpose of life science research, alongside offices and write up spaces.
A two-storey fifth building would be constructed alongside this as an amenity building, with the intention of housing a cinema, and potential to additionally accommodate a bowling alley, maintaining the previous amenity features previously provided onsite.
Minchery Farmhouse would also be renovated, bringing the 13-year derelict pub back into use.
520 parking spaces would be provided at the pre-existing car park adjacent to Oxford United’s Kassam Stadium, which is east of the site.
Officer recommendation
The recommendation is to approve the application, subject to planning conditions, the completion of a Section 106 agreement, and the delegation of authority to the director of planning and regulation, in order to finalise conditions, complete the Section 106 agreement, and resolve an outstanding objection made by the Environment Agency.
