Reigate and Banstead Council has invested over £2 million from the Community Infrastructure Levy (CIL) into key projects between April 2024 and March 2025.

This funding, totalling £2.06 million, has supported a variety of community improvement projects across the borough, including schools, play areas, greenspaces, sports facilities, community buildings, medical facilities, war memorials, and energy-saving measures. The CIL is a charge on new development floorspace, contributing to necessary infrastructure and services.

Since April 2016, the Council has collected over £22.04 million in CIL funding, with £2.4 million collected in the 2024-2025 period. To date, £12.34 million has been spent. The majority of CIL funding, about 80 per cent, is allocated as ‘strategic’ CIL to support development infrastructure through the Strategic Infrastructure Programme (SIP). This funding has facilitated projects like school expansions, health facilities, community buildings, and roads.

In 2024-2025, strategic CIL funds supported projects such as a £305,873 extension of Horley Town Council’s offices, a £153,789 replacement of the sports pavilion at Howard Close Recreation Ground, and expansions of specialist SEND units at Dovers Green School and St Matthews CofE Primary School. Paul Devine, Chairman of Walton Warriors Football Club, highlighted the new pavilion’s importance for the club and community, enhancing capacity, safety, and providing a venue for wider community use.

The CIL Local Fund, a smaller portion of the overall funding, supports neighbourhood projects nominated by residents, local groups, and council members. Recent projects include a £17,400 conversion at Heathcote Medical Centre, £29,000 for Chipstead Scouts’ buildings, £10,000 for Burgh Heath War Memorial Hall renovation, £31,998 for all-weather footpaths, £20,000 for Merstham Cricket Club’s irrigation, and £1,350 for refurbishing ‘little libraries’ in various locations. A representative from Heathcote Medical Centre noted the CIL funding’s impact on improving accessibility and environmental initiatives.
