Surrey Heath Borough Council has opened a scoping consultation for its Local Plan Review 2040, inviting residents, businesses, community groups and other stakeholders to shape what the new plan should include and how future engagement should be run.
Local Plans set the policies and site allocations used to assess planning applications, so this stage will help shape how the borough manages development for years to come.
The review is being prepared under a new national plan-making system, while the council finishes the Surrey Heath Local Plan 2019–2038. The new plan will look ahead to 2040 and cover key issues including housing, specialist and affordable homes, gypsies and travellers, employment land, town centres, infrastructure, environmental protection, heritage, climate change and high-quality design.
The consultation is open until noon on 19 October 2026. Alongside it, the council will launch a Call for Sites from 21 September to 2 November, allowing landowners, developers and communities to put forward potential sites or development ideas. The council has also published guidance explaining the overlap between the two local plans, changes to planning policy, and implications of the new West Surrey Council.
Surrey Heath portfolio holder for Built Environment & Regulation Cllr Alan Ashbery said; “This scoping consultation is an opportunity for stakeholders including residents, businesses and community groups to share their views on what topics the Local Plan Review 2040 should cover and how future engagement should look.”
