Epsom & Ewell Borough Council has opened a consultation as part of the Examination Stage of its Local Plan, which covers development up to 2040 and must pass inspection before adoption.

The council has been asked by the government-appointed Planning Inspector to carry out further work on possible additional sites that could be included through main modifications to help increase housing delivery.

The consultation invites residents, stakeholders and other interested parties to comment on documents submitted to the Inspector since October 2025. These papers identify potential extra sites for allocation in the borough’s Local Plan. They can be viewed on the council’s planning policy consultation platform, with printed copies also available at local libraries and Epsom Town Hall. The deadline for responses is Monday 15 June 2026.

Chair of the Licensing and Planning Policy Committee, Councillor Peter O’Donovan, said the submitted Local Plan was based on evidence and consultation, and had already been approved by full Council before being sent for independent examination in March 2025. He noted that the plan meets less than 50% of the borough’s identified housing need, which the council believes balances development needs with protection of green spaces, heritage and local character. However, additional work is now required to progress the plan toward adoption.

The council says an up-to-date Local Plan is important so local people have more influence over future development and the borough is better protected against speculative planning proposals. Comments can be submitted by post or email.

 All responses will be shared with the Inspector and published on the council’s website, followed by a further one-day hearing after consultation closes.
