Gloucester City Council has submitted the Phase 1 planning application for the Greyfriars Project,, which is located between the recently completed Forum regeneration project and Gloucester’s popular Docks and Quays.
The Greyfriars Project is expected to deliver a range of new and enhanced attractions, including a performance venue for up to 600 people, a revitalised Market and Food Court, and high-quality public spaces designed to bring people together.
By creating new opportunities for arts, events, retail and hospitality, the project will help boost footfall, support economic growth and strengthen Gloucester’s appeal as a place to live, work and visit.
The Phase 1 application represents the first step in delivering this vision. The submission follows months of detailed design work and engagement with key stakeholders to develop proposals.
The first phase includes the relocation of Eastgate Market to Bell Walk and the refurbishment of Addison’s Folly and the former Pavilion Bowls Club building, preparing both properties for future commercial or community uses.
The plans also include the creation of a new outside area on the site of the former Pavilion bowling green, providing an attractive green space for people to enjoy, alongside improved pedestrian access to the Greyfriars Quarter and surrounding city centre destinations.
The phase will also include agreements with Historic England and English Heritage to support and fund external restoration works to two of Gloucester’s most important heritage assets, the Greyfriars Monument and Greyfriars House, helping to safeguard these historic buildings for future generations.

Application timeline
While the current Phase 1 application includes a number of key elements of the wider Greyfriars Project, proposals for the planned performance venue are not included at this stage. Detailed design work on the venue will continue over the coming months, with a separate planning application expected to be submitted later this year.
The planning application will now proceed through the statutory planning process. Gloucester City Council is encouraging residents, businesses and stakeholders to review the proposals and have their say.
