Ealing Council has won an appeal against plans for a 24-hour gambling venue in Hanwell town centre.
Pure Gaming Limited wanted to convert a vacant ground-floor unit at 153-155 Uxbridge Road into a bingo hall with adult-only gaming machines, operating around the clock for customers aged 18 and over.
The council rejected the application over concerns about its impact on the town centre, nearby residents, and the area’s character. The company then appealed to the Planning Inspectorate, but the appeal was dismissed on 28 July.
The inspector said there was insufficient evidence that the proposal would create the kind of business and attractive frontage expected in a prominent town centre location beside Hanwell’s clock tower. The report also highlighted that there are homes above the premises, yet the applicant failed to provide a noise assessment showing how residents would be protected from disturbance.
Because the venue would have been open 24 hours a day, the inspector was concerned about people arriving, leaving or congregating outside during the night and early morning, when the area is usually quieter. Police concerns about existing crime and antisocial behaviour in the immediate vicinity were also taken into account, with fears that the new venue could worsen those problems.
Although the scheme might have reused an empty unit and created 14 jobs, the inspector concluded that this benefit did not outweigh the likely harm to the town centre and local residents.
Councillor Monica Hamidi said the decision supports the council’s view that the proposal was not right for Hanwell.
