Kingston Council is pleased to announce the appointment of Suzanne Parkes as the new director of planning and regeneration.

Suzanne brings over 20 years of local government experience to the borough, most recently serving as head of planning and environmental health at neighbouring Elmbridge Borough Council.

In her new role, Suzanne will lead the Planning and Regeneration Service, overseeing the council’s statutory responsibilities as the Local Planning Authority whilst proactively driving forward our place-making agenda, seeking to secure high-quality, sustainable developments generating real benefits to local communities. This will include responsibility for securing the infrastructure needed to support growth and for increasing the range of skills, training, and employment opportunities available to local residents.

 Throughout her career, Suzanne has demonstrated exceptional leadership, managing similar services with significant revenue budgets and large teams of officers. Her background includes a strong track record in strategic regeneration, planning policy and facilitating strategic partnership working, the strategic use of significant Community Infrastructure Levy (CIL) funding and managing large-scale infrastructure delivery.   

Suzanne’s commitment to shaping vibrant communities, combined with her proactive approach to developer engagement, aligns with Kingston Council’s ambition to become an investment destination of choice, delivering new homes and creating jobs through a proactive, customer-focused planning service.

On joining Kingston, Suzanne said: 

“I am excited to be joining Kingston at a time of significant opportunity. The borough has a strong identity, ambitious plans for the future and a clear commitment to delivering sustainable growth that benefits residents, businesses, and local neighbourhoods.

“I look forward to building on the excellent work already underway and working closely with councillors, colleagues, residents and partners to shape successful places, attract investment and ensure that growth is supported by the infrastructure and opportunities needed for people and communities to thrive.”
