The Mayor of London’s Old Oak and Park Royal Development Corporation (OPDC) has launched a procurement process to find a Private Sector Partner for the £10bn regeneration of Old Oak in West London.

The scheme aims to deliver 8,000 new homes, including affordable homes, up to 200,000 square metres of work and community space, and two new parks across about 31 hectares of brownfield land.

Old Oak’s transformation is centred on Old Oak Common station, where HS2, the Elizabeth line, the Great Western Mainline and Heathrow Express will connect, making it one of the UK’s best-connected locations. The launch event at the London Centre drew 150 guests from the development industry and featured Rail Minister Lord Hendy, London Deputy Mayors Tom Copley and Howard Dawber, as well as OPDC Chair Dame Karen Buck and Chief Executive Matthew Carpen.

The procurement opened on Thursday, 28 May, and will follow a two-stage process: a Participation and Initial Tenders stage running until Autumn 2026, then a Dialogue and Final Tenders stage, with a preferred bidder expected in early 2027. Dame Karen Buck said: “The launch of procurement for a private sector partner for Old Oak demonstrates the strong alignment across national and London government and with our host boroughs of Brent, Ealing and Hammersmith & Fulham.” She added that this provides “an exceptional platform for success.”

Matthew Carpen described the moment as “a landmark moment for OPDC, for west London and for the future shape of this city,” adding that the organisation is now seeking “a long-term partner who shares our ambition.”
