The Ealing Planning Committee has approved changes for a development project at 8-10 Greenock Road, initially granted planning permission by the Planning Committee on February 28, 2024.
The project involves demolishing existing buildings to construct an 18-storey building with flexible industrial space, a café, and 124 residential units. The Greater London Authority (GLA) has confirmed that the Local Authority can determine the application, and the legal agreement is nearing completion.
Due to changes in the project’s viability, the developer has requested a variation to the proposed affordable housing, offering a £1 million commuted sum in place of on-site affordable housing.
An independent review by Newmark confirmed the project’s financial deficit. Officers considered the potential outcomes and, given current economic conditions, determined that accepting the commuted sum aligns with relevant policies, including the Ealing Development Management Plan (2013), The London Plan (2021), and the National Planning Policy Framework (2024).
The amendment secures a financial contribution towards affordable housing with early and late-stage viability reviews. The recommendation is to approve the revised scheme, allowing the Assistant Director of Planning, Design, and Sustainability to finalise the legal agreement under Section 106 of the Town and Country Planning Act 1990.
The revised conditions include replacing the original affordable housing units with a £1 million payment-in-lieu and implementing an early- and late-stage viability mechanism for affordable housing.
